If i buy a laptop in america, will i have any region block difficulties when i get it back to the UK?
e.g. games not installing that are from the UK, software only working from US sites blah blah blah. Also my other question is, if i buy parts for a PC like graphics card, RAM, motherboard, CPU etc, will it work with parts sold in the UK?

If you do run into software errors, know that; there are a vast number of Regional patches that will update/convert just about any game and most programs to a different language/driver set. The only real problem I know of in terms of Regional hardware comes in the form of DVD players, That is: In order for you to play a UK encoded DVD on an American DVD player, you must First change that drive's Regional setting to the appropriate region. The problem is that the drive will only allow you to change the region code an average of 5 times. And then its permanently set to whatever the last change you made was.
